Schuster is widely recognized as a leading expert on state fiscal issues, particularly public pension systems, budget policy, and economic competitiveness. His work combines advanced statistical analysis, mixed-methods research, and a practical understanding of how institutional incentives and stakeholder dynamics shape policy outcomes. In addition to producing original research, he has a proven record of translating complex analysis into actionable policy solutions.

His research and commentary have been featured in high-profile national and state media outlets, including The Wall Street Journal, Forbes, Chicago Tribune, Chicago Sun-Times, and Crain’s Chicago Business. He has also appeared in television interviews on Fox Business Network, ABC 7 Chicago, and Fox 32 Chicago, and is a frequent guest on WTTW’s Chicago Tonight. His work has been cited in media coverage an average of 500 times per year, reflecting broad influence in public policy discussions.

Schuster has testified dozens of times before the Illinois General Assembly and has worked closely with lawmakers, advocacy organizations, and policy coalitions to advance legislative reforms. In addition to his research and policy work, Schuster has experience managing political campaigns and leading grassroots organizing efforts, providing a deep understanding of how policy, politics, and public engagement intersect in real-world environments. This experience informs a distinctive approach that emphasizes not only analytical rigor, but also political feasibility and stakeholder alignment.

Schuster has been published in peer-reviewed academic journals and brings an academically grounded yet highly practical approach to policy research. Across his work, he is committed to producing nonpartisan, data-driven analysis that improves decision-making and contributes to more effective and accountable governance.
